
What is appended below is a letter sent to the President by the Patriotic National Movement requesting the President to remove the powers of the separatists prior to the election

To remove the powers vested in the constitution before the North elections
At this present time the leaders in the government ranks are discussing means of removing the powers in the 13th Amendment in the constitution before the Northern Provincial Council elections are held which are all about removal of land and police powers. It is learnt that even a part of the police powers are to be withdrawn. Even at this late stage we are grateful to the government in taking this decision which we have reliably come to understand. Even
if a part of the police powers are withdrawn the separatists will form a police with powers vested on them.
After which with the lesser police powers the police they are going to establish would be implemented up to Kilinochchi. In this contest there will be conflicts between the police with even less powers formed in the North with that of the state police. What the separatists basically need is to get some powers and then go beyond them to clash with the government on various issues. This matter will be extended for the intervention internationally.
There is no debate for this. The intention of those in the government is to make this an issue so that the TNA will sabotage the proposed election.
It should be said without doubt that the people in this country would flock around you in this matter of grave concern. It is the view of the Tamil people that these powers to be removed initially and once the provincial councils are fully formed and established these powers should be re-established.
